The new Temporary Alliances system has a set of rules and conditions that must be met for an alliance to be formed. However, if any GM or ADM observes allied clans and, based on their interpretation, deems that a Temporary Alliance should be created, it can be manually created even if it doesn't meet the system's conditions. This will prevent some attempts to bypass or circumvent the system.
